Yes, you can make it without rawa. You can use either same qty of puttu podi or appam podi for making the kurukku.

I havent baked this yet, but I think you can. Please keep the baking dish in a roasting pan &amp; fill the roasting pan with hot water that comes till the half of the baking tin.
